Coaching Centre Deaths: Clean All Rajender Nagar Drains In Two Days, Delhi HC Directs Civic Authorities

NEW DELHI: The Delhi High Court has ordered authorities to clear all encroachments on drains in the Rajender Nagar area by Friday, in light of the recent deaths at a coaching center in the vicinity.

Delhi Chief Secretary Naresh Kumar submitted a general inquiry report to Minister Atishi on Tuesday, following the tragic drowning of three UPSC aspirants in the flooded basement library of a coaching center in Old Rajinder Nagar.

The report, prepared by Superintending Engineer Ajay Kumar Nagpal, highlighted several factors contributing to the incident. It noted that the road in question is designated as a commercial street under the Master Plan of Delhi (MPD), leading many property owners to convert their buildings into commercial spaces.

To facilitate access, these property owners have built ramps across the entire width of their plots, blocking the drainage system and preventing stormwater from flowing properly during heavy rains..

The report revealed that many property owners have covered the existing drainage system (measuring 2.50×3.00 feet) with materials like granite, marble, or kota stone.

Additionally, the manholes, which are essential for cleaning and maintaining the drains, have been sealed off with these materials, making it impossible to remove blockages.

The report also noted that the road from Shankar Road to Pusa Road is saucer-shaped, with the lowest point situated in front of Rau’s IAS Coaching Institute. This 200-foot stretch frequently floods during heavy rains, and passing vehicles worsen the situation by creating splashes.

Furthermore, the plinth level of the affected property is lower than surrounding buildings, compounding the flooding problem.
